Île-de-France Mobilités (IdFM) has announced that it is gradually introducing a new bus offer in Val Maubuée and the Bassin Chellois, particularly to serve a new district in the town of Torcy.

Specifically, this new offer results in the evolution of the route of line 211 as well as the creation of line 311, and is being operated by RATP, as of 3 April 2023.

Carried out and fully financed by IdFM, totalling €1.3 million, the operation consists of modifying the route of line 211, which will become circular at the Cantines crossroads to fully serve the ZAC des Coteaux by the Lagny road and the rue de Chèvre.

At the same time, the creation of line 311 will maintain the link between the RER station of Noisiel and the shopping centre of Chelles – Terre Ciel, which had previously been provided by line 211, while supporting the development of the territory and its major projects, such as the ZAC des Coteaux and the Chocolaterie project.

New bus operators selected for Île-de-France Mobilités’ public transport network

The creation of line 311 supports the development of the territory. Comprising of 17 stops and 8km in length, line 311 will connect Chelles-Terre-Ciel and Noisiel RER with four additional stopping points: Henri Barbusse, Carnot, Groupe Scolaire and Jean Jaurès. As such, it will resume the part of the route that used to be provided by line 211.

Built in consultation with Île-de-France Mobilités, local authorities and RATP, line 311 will support the urban development of the territory thanks to an additional transport offer adapted to the needs of Ile-de-France residents. Thus, it will serve the ZAC des Coteaux in Torcy where large-scale urban development is underway – 600 housing units, a hotel, an intergenerational residence, a rescue and fire centre.

Line 311 will stop at the Vaires-Torcy leisure centre (future Olympic site) and will eventually welcome more than 195,000 new passengers per year. In addition, travellers will be able to benefit from a fully equipped fleet of compressed natural gas (CNG) powered buses.
